H.B.M. Congul-General then read the first resolu-

tion to give effect to the proposed traffic and police

permit regulations which are printed below.

Mr. Annett proposed and Mr. Herb seconded the

adoption of the resolution,

H. B. M. Consul-General: As suggested in my

remarks at the beginning of the meeting, I think it is

desirable to pass these regulations en bloc.

The regulations read as follows:-

SHAMEEN TRAFFIC REGULATIONB.

1.- Shameen is a territory rented by the French and

British Governments from the Chinese Goverment for the

business and residential purposes of their nationals and

other foreigners.

2.- All the roads, paths, grass, etc., are maintained

by rates paid by the landrenters.

3.- Owing to the increasing volume of traffic it be-

come a necessary for maintainence of better order to make

traffic regulations which all mould observe.

4.- There are five (5) roads from East to fent in Sha-

meen and five (5) croas roada from Lorth to South.

5.- of the roads East to West the Southern road is

known as the sund or Front Bund, and behind this is a

path called the Bund Path. The Second road is that imme-

diately in front of the south row of houses.

There are two roads, the South and North road in

the Central Avenue.

The fifth road is known as the Back Bund and is

1:orth of the North row of houses.

6.- During business hours, i.e., 9 a.m. to 5 p.m. the Front Bund and road while available as a thoroughfares shall not be used as a promenade, During the evening from 5 p.m. onwards the Front Bund 13 recognised as reserved for
